Dominica Citizenship by Investment
The Dominica Citizenship by Investment Program operates under § 101 of the nation’s constitution and §§ 8 and 20 of the Citizenship Act. This program empowers the government to grant citizenship to individuals who meet specific criteria and policy guidelines, while simultaneously enhancing economic investment in Dominica.

Requirements for Dominican Citizenship by Investment
To qualify for citizenship, applicants can choose from the following two options:
- Economic Development Fund Contribution: A non-refundable contribution of USD 200,000 for a single applicant, or USD 250,000 for a main applicant and up to three qualifying dependents. An additional USD 25,000 is required for each dependent under 18, and USD 40,000 for each dependent over 18.
- Real Estate Investment: A real estate purchase with a minimum value of USD 200,000, which can be resold after three years on the open market or after five years to a new investor seeking citizenship by investment.
Procedures and Timeline for the Dominica Citizenship by Investment Program
Applicants and their dependents aged 16 and older must attend mandatory virtual interviews via a secure platform and take an oath of allegiance before an authorized notary, justice of the peace, or commissioner of oaths. After the oath, the application is processed further, and citizenship certificates are issued.
Although there is no physical residency requirement, the government encourages new citizens to engage more with the economy, offering substantial incentives for doing so. Successful applicants have the right to reside in Dominica at any time and for any duration. However, applicants who have been denied a visa to a country with which Dominica has a visa-free agreement must obtain a visa from that country to be eligible to apply.
Applications are managed by a dedicated citizenship by investment unit within the Ministry of Finance, responsible for overseeing the program. The current processing time for applications is approximately three months from the receipt of a fully completed application.
